Alene Bycer Russell

Alene Bycer Russell has served as Senior State Policy Consultant to AASCU since 2004. In this capacity, she is responsible for tracking, analyzing, and communicating state policy trends in key areas of membership interest, including teacher preparation, college access, P-16 policy, and accountability. She develops publications, including policy analyses in the Policy Matters and Perspectives series, and contributes to other AASCU policy resources.

Prior to this, Alene was a Senior Research Associate at the State Higher Education Executive Officers (SHEEO) association in Denver, Colorado, working there for 11 years. Before joining SHEEO, she worked as Institutional Research Coordinator at Loretto Heights College in Denver. Alene has also worked as a consultant to the National Center for Education Statistics, U.S. Department of Education.

Alene received a Ph.D. in sociology from the University of Chicago, with training in survey research at the National Opinion Research Center. She holds bachelor’s and master’s degrees in sociology from the University of Pennsylvania.
