On December 16, 2011, Representative Darrell Issa (R-CA-49) and Representative Carolyn Maloney (D-NY-14) introduced the Research Works Act(H.R. 3699), which threatens public access to taxpayer-funded research. The bill would roll back the National Institutes of Health's succesful Public Access Policy and would prevent the development of similar policies at other Federal agencies. Specifically, the bill would prohibit agencies from requiring that products funded by taxpayer dollars be made available to the public online in a timely manner.
