AB 2619 would require the CPUC to, by 2027, develop a new solar tariff to replace NEM 3.0 so the state can stay on pace to meet its clean energy goals and build enough rooftop solar capacity to reach our targets for customer solar generation by 2045. It will also ensure solar customers are not subjected to additional targeted charges by the CPUC which could further deter solar adoption.

SB 1374 requires the CPUC to update its tariffs for situations with multiple meters to give credit for self-consumption the same way self-consumption is handled for single-family homes. Multiple-metered customers should receive the same treatment as everyone else – not have to sell their power to the utility at low prices and immediately buy it back at much higher retail prices.

AB 2143 would declare that all C&I NEM projects are “public works”, including multi-family greater than 15kW/2 stories. Penalties for willful non-compliance would target not only the contractor, but also the customer, who would lose their NEM status. It would drastically slow the deployment of solar and storage across California and kill small businesses. We are still opposed to AB 2143 as amended on August 25th! Call today!

If the Commission approves the program, we can expect other utilities to submit similar proposals, threatening the underlying vision and promise of the solar mandate. Over 1,000 families and businesses in Imperial County are stuck in limbo. They were in the process of getting solar when the Net Metering 1.0 program was suddenly shut down and for months these Imperial County residents were stuck with no way to move forward on their solar projects. Now AB 2163 has given them a chance to get their systems up and running and saving them on their electric bill.

Some of these families had the solar arrays fully installed and were just waiting for the final interconnection approval before this rule change stopped them in their tracks. Others were in the process of getting solar installed on their roof before these rules were changed, leaving them with a sinking investment, and an uncertain future.

These families and businesses are in dire need of your help and AB 2163 (Williams) will solve this issue and rescue these families. Please support AB 2163 and help support solar families and businesses in Imperial County.
