City School students routinely arrive late because the Maryland Transit Administration (MTA) doesn’t have enough buses to run frequent, reliable service. Riders deal with canceled or overcrowded buses every day. These problems aren’t new — and they won’t improve without significant investment in capacity.</span></p> <p dir="ltr" style="line-height:1.38;margin-top:12pt;margin-bottom:0pt;"><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">MTA has proposed a solution: the </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">BMORE BUS Plan</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">, published in summer 2025. This plan would increase bus service across Baltimore by </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">36%</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">, add more than </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">200 buses</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">, and build a </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">fifth bus division</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;"> — a new facility needed to house and maintain the expanded fleet. These changes are essential for improving daily reliability and would also help Maryland compete for federal grants for future rail projects like the Red Line.</span></p> <p dir="ltr" style="line-height:1.38;margin-top:12pt;margin-bottom:0pt;"><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">Maryland currently has a historic level of transportation funding — </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">$21.5 billion is programmed for capital transportation projects over the next six years</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">. But despite this, the</span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:700;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;"> </span><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">draft budget (known as the draft CTP) released in September does not include adequate funding to implement the BMORE BUS Plan or build the fifth bus division. If the final CTP doesn’t change this, Baltimore could go another six years with little to no improvement in bus service.</span></p> <p dir="ltr" style="line-height:1.38;margin-top:12pt;margin-bottom:0pt;"><span style="font-size:11pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">This moment is a critical opportunity to fix the system. The state has the resources. MTA has a plan. The 2026 results match Report Cards issued in 2015, 2017, and 2020 – meaning for the better part of a decade, the region has been failing. This outcome is the result of our policy priorities. Overall, the region has failed in one crucial area that undermines other progress: for the last decade, 97% of funds budgeted for expanding our region’s transportation system have gone to highway projects, rather than our long-neglected public transit.</div> <div>&nbsp;</div> <div>Overall, our transportation system fails to connect us to opportunities, especially via public transit. Residents of the Baltimore region struggle with long commutes due to lack of transportation connections and options, especially when using the transit system. Following years of lackluster grades, in 2026, the region’s<br /> commute modes and times declined further from a C to a D.</div> <div>&nbsp;</div> <ul> <li>Only 7.5% of the region’s jobs are accessible in under an hour by public transit. This percentage&nbsp;has consistently fallen over the years from 11% for the 2015 Transportation Report Card, reflecting the fact&nbsp;that regional job centers continue to grow without new high-capacity, rapid transit connections.</li> <li>Compared to peer regions, Baltimore’s commute times are the worst.
