On February 3, Governor Shapiro introduced his proposed 2026–2027 budget for Pennsylvania — launching a critical debate about how our Commonwealth funds essential services.

At a time when federal resources are shrinking and safety-net systems are under increasing strain, state funding has never been more important. For many survivors of domestic violence, state dollars are what keep shelter doors open, advocates available, and life-saving services accessible.

State funding enables Women Against Abuse to provide critical support to thousands of survivors each year. Yet we are still forced to turn away requests for help due to lack of funding and space.

With Pennsylvania facing a projected budget deficit, vital domestic violence services cannot be overlooked.

Survivors Deserve:

Increased funding for domestic violence programs
Adequate support for safe shelter and housing
Resources that reflect the growing complexity of survivors’ needs

Without increased investment, our capacity to serve survivors — and meet rising demand — is at risk.

Every year, thousands of domestic violence (DV) survivors rely on the City of Philadelphia to provide support for life-saving programs and services. These programs need to be prioritized to effectively deliver services that meet the complex needs of all survivors and decrease the prevalence of DV in the city.

As elected officials look ahead to the programs the city will prioritize and fund this year, survivors need YOU to speak up and demand that the city does everything it can to fully support domestic violence programs in the city.
